The Government refused permission for dual-use exports to Israel this year over high-risk concerns that the items could be diverted "to support the military actions of Israel in the region", newly released documents show. Dual-use items are goods, software and technology which bridge the gap between civilian and military use, such as computer hardware with advanced cybersecurity or monitoring features. Due to the risk of diversion, exporters need licences from national authorities greenlighting the trade to countries outside of the EU.
